Air Elementals[edit]

Zephyr[edit]

Zephyr is the main protagonist of the game. He is a young captain in charge of the Wind Warriors and is assisted by his second-in command, lieutenant Nimbus. He possess the unique ability to transform himself into a destructive tornado which allows him to wreak havoc and capture Fire Flyers.

Nimbus[edit]

Nimbus is a former leader of the Wind Warriors. He stands proudly beside his protégé, Zephyr, offering guidance and support. In the game, Nimbus teaches Zephyr how to use his tornado to capture Fire Flyers that are hiding on Earth.

Wind Warriors[edit]

The Wind Warriors are a race of Air Elementals tasked with creating atmosphere on lifeless planets. Led by Zephyr and Nimbus, the Wind Warriors are an elite group of soldiers who are dedicated to assisting their leaders when necessary.

Rock Elementals[edit]

Stone Stompers[edit]

Cousins to the Water Whirls, the Stone Stomper is a rock elemental who was exiled along with the Water Whirls from their homeplanet by Omegaton, leaving them forced to rest in an eternal slumber. They teach Zephyr the ability to perform a Stone Stomp, a powerful move that allows him to shatter Earthly objects for the purpose of awaking his sleeping brothers and capturing Fire Flyers.

Water Elementals[edit]

Water Whirls[edit]

Cousins to the Stone Stompers, they too were banished to Earth. They teach Zephyr the ability to dash around the environment with the tornado.

Fire Elementals[edit]

Omegaton[edit]

Omegaton is the main antagonist of Tornado Outbreak. He is an antimatter fire elemental originating from a backwards dimension. Initially able to exile races of elemental species from their homeplanet and capable of inflicting harm upon others, Omegaton was swarmed, attacked, and striped of his Orbs as he is left to die in space.

It is through deceptive coercion that he convinces Zephyr and the Wind Warriors to retrieve the Orbs.

Fire Flyers[edit]

A mischievous race of small energetic fire elementals who engage in dangerous games of hide and seek on Earth. They share an unusual relationship with the Wind Warriors, as both parties agree to help each other out. The Fire Flyers allow the Wind Warriors to capture them to refuel the L.O.A.D. STARR in return for playing with them in their destructive game of hide and seek.
